Introduction
The Organization for Youth Education and Development (OYED) is an establishment that seeks to promote the interests of young people on a European level. In order to support this youth agenda the OYED is proposing a common EU policy relating to young people, comprised of 10 points. This proposal addresses some of the most pressing challenges faced by young people in the European Union today.The OYED believes it to be a gross injustice that the opportunities and level of social inclusion that a young individual can expect is dependent on which country they inhabit. There is a clear imbalance within the European Union, which if left unchecked will perpetuate the current trend and threaten European cohesiveness. This proposal seeks to lift the cap on aspiration on a European level.
This memorandum therefore exists to reinforce this common EU policy proposal as it contains extensive research regarding governmentally funded youth programs and initiatives in every EU member state. The broad scope of this research highlights loopholes in existing policies in one or multiple member states, aiding EU legislators to tailor a more effective approach. Over the course of this research three overarching issues have arisen which must be addressed: social mobility, opportunities for young people, especially linking education to work and entrepreneurship and innovation, and political engagement.

| Program Name: Slovak: Priority mládežníckej politiky English: Priority of Youth Policy Program Website: http://mladez.sk/grantova-vyzva/priority-mladeznickej-politiky/ Established Year: 2014 The program is concentrated on: -Creating opportunities for the active participation of different actors in implementing the current national strategy for youth -Design interventions in youth work, which aim to strengthen the status of youth against the social exclusion, as well as the development of active citizenship of young people -Acquiring competences necessary for the personal development of young people, so that they can increase their employment possibilities -Strengthening formal and non-formal education for the youth -Facilitating the transition from school to work, strengthening the autonomy of youth and promoting entrepreneurship -Ensuring better recognition of skills acquired in the area of youth work for active social and professional life -Extension of the competences of youth workers -Cooperation between ministries and sectors - public sector entities, municipalities, NGOs and the business sector - in preparing activities of non-formal education in youth work considering the current needs of young people |
| Program name: Slovak:Programy pre mládež na roky 2014 - 2020 English: Programmes for Youth 2014-2020 Website: https://www.minedu.sk/programy-pre-mladez-na-roky-2014-2020/ Established Year: 2014 The main focus of the programs is to support non-formal education for young people and to develop youth policy in Slovakia. The grants (provided from the state budget) under the different programmes will be given primarily to activities supporting young people with fewer opportunities, i.e. those who are disadvantaged for any educational, social, physical, psychological, economic or cultural reason, or because they live in remote areas.
