Introduction

The Organization for Youth Education and Development (OYED) is an establishment that seeks to promote the interests of young people on a European level. In order to support this youth agenda the OYED is proposing a common EU policy relating to young people, comprised of 10 points. This proposal addresses some of the most pressing challenges faced by young people in the European Union today.

The OYED believes it to be a gross injustice that the opportunities and level of social inclusion that a young individual can expect is dependent on which country they inhabit. There is a clear imbalance within the European Union, which if left unchecked will perpetuate the current trend and threaten European cohesiveness. This proposal seeks to lift the cap on aspiration on a European level.

This memorandum therefore exists to reinforce this common EU policy proposal as it contains extensive research regarding governmentally funded youth programs and initiatives in every EU member state. The broad scope of this research highlights loopholes in existing policies in one or multiple member states, aiding EU legislators to tailor a more effective approach. Over the course of this research three overarching issues have arisen which must be addressed: social mobility, opportunities for young people, especially linking education to work and entrepreneurship and innovation, and political engagement.

These programs fulfill  the state requirements on the provision of care for the leisure time of children and youth through non-governmental organisations such as civic associations, charities and church institutions. The Ministry of Education, which is in charge of these programs, grants subsidies based on priorities and conditions. The support focuses on regular and long-term activity designed for various groups of children and young people, in order to promote activities that help to improve the quality and to develop the activities of youth and children organisations. The four main types of the programs are:

-Provision of Regular Activities of NGOs for Children and Youth (Zabezpe?ení pravidelné ?innosti NNO pro organizované d?ti a mládež)
The program is intended for children and youth NGOs. The primary objective of this program is to support regular year-round activities of those NGOs working with children and youth.As part of this program only non-investment funds are provided.
-Investment Development of the Material and Technical Base (Investi?ní rozvoj materiáln? technické základny mimoškolních aktivit d?tí a mládeže)
The aim of this program is the improvement and development of the material and technical base for NGOs working with children and youth. The program provides financial support for the reconstruction and modernisation of buildings owned by NGOs or the long-term lease from corporations or the acquisition and the technical evaluation of machines and equipment.As part of this programme only investment funds are provided.
-Extraordinary Subsidies (Mimo?ádné dotace)
The Ministry reserves the right to declare, due to the current needs and financial possibilities, some extraordinary challenges. They can be designed to support the activities of all -or only selected- types of some NGOs or tightly themed activities.Under this programme both non-investment and investment funds may be provided.
-Support of the activities of Youth Information Centres (Podpora ?innosti Informa?ních center pro mládež)

This program is intended solely for the support of Youth Information Centres (YIC), which are certified by the Ministry of Education in the Concept of information system development for young people in the Czech Republic, adopted in 2008. Under this program, grants are provided not only to NGOs, but also to schools or school facilities if they are the founders of the YIC.As part of this programme only non-investment funds are provided.

The Czech government offers scholarships within the framework of its Foreign Development Assistance in support of the study of foreign nationals from developing countries at public institutions of higher education in the Czech Republic. These Scholarships are designed to cover the standard length of study:

- in bachelor‘s/master‘s/PhD study programmes plus one-year preparatory course of the Czech language (which is combined with other field-specific training). Government scholarships of this category are awarded to graduates from upper secondary schools, or bachelor's/master's degree courses, as applicable, who can enrol only in study programmes in which instruction is given in the Czech language. Depending on the subject area, applicants are normally required to sit entrance examinations at the higher education institution concerned. The successful completion of entrance examinations constitutes a precondition for the scholarship award;
- or in follow-up master‘s study programmes or PhD study programmes. Government scholarships of this category are awarded to graduates and postgraduates, respectively, who enrol in study programmes with instruction in the English language.
