Introduction

The Organization for Youth Education and Development (OYED) is an establishment that seeks to promote the interests of young people on a European level. In order to support this youth agenda the OYED is proposing a common EU policy relating to young people, comprised of 10 points. This proposal addresses some of the most pressing challenges faced by young people in the European Union today.

The OYED believes it to be a gross injustice that the opportunities and level of social inclusion that a young individual can expect is dependent on which country they inhabit. There is a clear imbalance within the European Union, which if left unchecked will perpetuate the current trend and threaten European cohesiveness. This proposal seeks to lift the cap on aspiration on a European level.

This memorandum therefore exists to reinforce this common EU policy proposal as it contains extensive research regarding governmentally funded youth programs and initiatives in every EU member state. The broad scope of this research highlights loopholes in existing policies in one or multiple member states, aiding EU legislators to tailor a more effective approach. Over the course of this research three overarching issues have arisen which must be addressed: social mobility, opportunities for young people, especially linking education to work and entrepreneurship and innovation, and political engagement.

This program is designed to help children and youth people at risk. The main purpose is to help young individuals from birth to the age of 26, primarily through the provision of welfare.
The applications can be divided into two projects areas, the first being the development of inclusive educational organizations and supporting children and youth at risk. The second one is primarily focused on the improvement of educational counseling services, raising the competencies of support specialists and aiding the development of assessment instruments for special educational needs.
To receive the money offered by this program, applicants must fulfill a certain set of criteria including: the need to be an Estonian non-governmental organization (NGO), public institution or an institution belonging to the Estonian government. Those individuals involved in the programs implementation must have at least four years’ experience in a relevant field and must work to include institutions such as kindergartens and schools into the project, at least 40 of such institutions should be included or 200 pupils.

This scheme aims to raise the employability of young people through high quality youth work. This shall in part be achieved by placing greater emphasis on the training received by social and youth workers. This will provide such workers with greater knowledge and competency when both interacting with young people in a general sense and specifically aiding them in joining the labour market.

In addition, further resources will also be provided to aid the trainers of youth workers including access to foreign expertise and further trainer materials such as electronic equipment etc. in order to maximize their educational capacity. Furthermore, greater recognition and reward should be attached to youth work in order to increase the sector’s appeal to potential workers and experts as well as increasing the attractiveness of those participating to potential employers.    

Finally, the program envisions the creation of a ‘youth barometer’, an annually updated database which tracks various aspects of youth life in order to ensure that both relevant policy can be created and that workers in the sector have access to the most recent and relevant information thereby increasing their effectiveness.

The aim of this program is to promote the development of an entrepreneurial mind-set and provide free education about entrpeneurship to young people in Estonia. Its goal is to train at least 2 000 people (approximately 15% of all Estonians aged 14-19 years old) in all 15 counties between 2010 and 2014.

ENTRUM aims to address the lack of entrepreneurial culture among young people and help address the high rate of youth unemployment. It provides young people with a first-hand experience of turning ideas into action for personal development and inspires them to contribute to their community.
