This section summarizes the most important elements of Communications on youth polticy which have taken place on a European level. Communication is defined as a dialog between European Institutions or actors, with a purpose to discuss issues on the European level. Communications have no force or binding power.

The document is the first common program to promote the exchange of young workers within the European Community.

1987
Communication from the Commission concerning the integration of children and young people with disabilities in the normal education system, a programme of positive action at community level /* COM/87/94FINAL */
The document identified education as a key field for a healthy society and the future of Europe. People who were born or became disabled should not be excluded from education. It is a key field to integrate these people into the educational system.

1988
Communication from the Commission to the Council, Erasmus Programme: first results and future perspectives /* COM/88/660FINAL */
The Erasmus Programme is one of the main engines to promote youth mobility and education on the European level. It is very important that the European political leaders keep discussing it and improving it.

As the millennium the topic, the topic of  "Youth" became more important to the EU. European institutions begin to promote dialogues on the local and national level to address issues facing youth. The EU itself speaks out for stronger and more effective cooperation with young people and youth organizations.

Diversity and culture are one of the key values of Europe. Cultural programs for youth are needed in order to pass on this heritage to youth. In addition to cultural and diversity programs, participation is also very important.

There are numerous programs which promote youth mobility. Next to programs like Erasmus, the 'Youth in Action' Programme should also encourage youth to participate in wider European activities. Young people must be aware what is happening at the European level.
